Regina May Dunkinson (Reggie), 89, passed away peacefully at home on Sunday, September 8, 2019, surrounded by her loving family. She was born on December 13, 1929 in Carroll Township, Perry County, Pennsylvania to George W. Smith (Carroll Township, Perry County, Pennsylvania) and Annie E. Weldon (Wheatfield Township, Perry County, Pennsylvania). Regina graduated from Bloomfield High School and Harrisburg Hospital School of Nursing.

She worked as a pediatric head nurse and a nursing instructor at Harrisburg Hospital. After 24 years of public service, she retired as Senior Management from the Commonwealth of Pennsylvania, Department of Public Welfare. She directed much of the medical operations and policy functions for the Office of Medical Assistance Programs which served nearly two million citizens. She was responsible for crafting and receiving federal approval of a home and community-based program waiver to provide services to ventilator-dependent children that enabled them to remain in their homes with their families rather than being placed in a nursing home She played a key role in the design and implementation of several of Pennsylvania’s pioneering medical managed care efforts which gained national recognition including the successful implementation of the Early and Periodic Screening, Diagnosis and Treatment (EPSDT) program. She was a true and compassionate public servant. She was a member of the Harrisburg Hospital Nurses Alumni and Zion Evangelical Lutheran Church of Hummelstown where she started Zion Cares, a congregational nursing ministry that lasted for decades.

Regina was an avid reader and gardener, and loved to care for others. Above all else, her greatest love was her family.

Regina is survived by her daughter Lisa Roscoe of Harrisburg; Robert E. Dunkinson II (Jayne) of Palmyra; two grandsons, Jason Roscoe (Marsha) and Isaac Dunkinson both of Hummelstown; and a great-granddaughter, Gina Roscoe. She was preceded in death by her husband of 64 years, Reginald Dunkinson; a daughter, Judith Ann Dunkinson; her parents; and three brothers, Robert of New Bloomfield, Pennsylvania, George of Newport, Pennsylvania, and Donald of Lakeland, Florida.

Funeral services will be held Thursday, September 12, 2019, at 1 pm in Zion Evangelical Lutheran Church, 100 West Main Street, Hummelstown with The Rev. Lois K. Van Orden and The Rev. Andrew R. Geib officiating. Private interment will be in the Bloomfield Cemetery. Friends will be received Thursday for a viewing in the church’s parlor from 10:00-11:00 a.m.

Dear Jason, Marsha, Gina, and family and friends,

I have such fond memories of Regina going back to Perry County. The last time I saw here recently was when I was at Zion Lutheran, and she was sharing with everyone that my Dad had been her Principal at New Bloomfield High School! Those memories meant a lot to me. Most importantly, I remember Regina as a faithful Lutheran and a lovely person to be with and share stories - past and present.

I know she is with Our Lord right now - free from the troubles of this world and enjoying life eternal. May we all remember the promises of the Resurrection!
